HOW DID WE GET IN BETWEEN THE GREEN AND BLUE LINES?

The green line is what we import (i.e., don't produce here) and the blue line is what we export; the yellow in the middle is how deep the hole is that we're in between the two. Shouldn't the text in the 'yellow' say 'imbalance' ... Any questions?  Well, save them for November 2, 2010.
The image above and to the right oddly enough is an effort by the U.S. Census in NYC Brighton Beach to make sure all Russian's especially 'spies' get enumerated in the 2010 Census.
