LOOKING FOR A BIT MORE CARROT AND A LITTLE LESS STICK ...

Who benefits with a change to U.S. policy about domestic drilling for oil? Let's start close to home.  Hugo Chavez (two faced Janus) needs U.S. oil revenue yet the Venezuelan leader sends a clear message for the defeat of the U.S.  Odd behavior biting the hand that feeds it.
Chavez who can talk from both sides of his mouth wishing he was living in Hollywood with friends and supporters like Oliver Stone and Danny Glover.  These amigo's seem to enjoy making anti-U.S. drilling films with zeal.  In addition Chavez political-industrial connections with Citizens Energy's Joe Kennedy continues to pressure for more regulation of the U.S. oil industry to halt domestic drilling.
Standing shoulder to shoulder with Chavez is none other than George Soros with his vast media-communications empire dressed in sheep's clothing with names like Center for American Progress (CAP),   These funded politically influential 'think tanks' provide gainful employment to a gaggle of quasi-intellectuals with a long-standing desire to bite the hand that provided the fertile capitalistic soil that allowed 'them' to get where they are ... 
All of the above want and desire to trash the American Dream throwing it onto dung heap of political history.  Odd behavior  but hardly odd from  
As crude prices rides the economic rhythms of  "up's and down's" like a tide:
  • CAP advocates releasing oil from the strategic petroleum reserve instead of drilling
  • Increases our energy dependence on unstable middle east autocrates, dictators, and petrotyrants
  • Environmentalists 
  • Each have fundamental political and economic interests as a primary goal designed to harm America
Even closer to home our own regime and president is discouraging the plowing of the back forty (NPR-A) singing environmental issues, thereby adding a new stanza to the theme song cantata supporting nuclear power (ah ... but before the Japanese nuclear problem and German initiative of eliminating all nuclear power from their power grid) with the Iranian 'nut job' in his full steam ahead nuclear power solo performance.  Certainly, if history has shown us the resolve of  Israeli politics and its multi-cultural people will NEVER be the victims in the majority with another HolocaustThe ultimate end game will make the middle east a toxic Masada-like environment after a macho exchange with the roll call listed as countries.  
But ... I digress.  The current president has said,
"Ultimately, we need to move beyond the tired debates of the left and the right, between business leaders and environmentalists, between those who would claim drilling is a cure all and those who would claim it has no place, ... Because this issue is just too important to allow our progress to languish while we fight the same old battles over and over again.” 
Indeed,  illusions fostered and supported by delusions are nothing new to politicians as 'they' beat the oil drums of "hope and change". 
The deep-water board disaster forced the domestic oil industry into a real-life reality renewing its efforts on safety framed with new technological achievements in their exploration with newly created labyrinth of administrative challenges.  However, in response to the accident, the O'Bama administration fashioned a moratorium on deep-water oil and gas drilling and extraction that has proven to more of a disaster economically than the actual accident priced at $20 billion USD.
In October of last year (2010) our distinguished administration announced it was ending the 'moratorium' a mere 6 months later by issuing new round of regulations and rules putting onerous restrictions and administrative road blocks hindering continued drilling and extraction of precious energy resources in deep-water environments.  The long-term effect of thoughtless economic policy on the American Dream will be recorded in history much as the Berlin Wall was written on faces and the lives of German society.  The difference is the imprisoned American Dream unlike East Germany there will be no air lift as this administration erects a new economic gauntlet to frustrate and dim the lights which have shown so brightly as a beacon to freedom with the rising expectations from generation to generation.  How can this wall of economic imprisonment be torn down?  The answer is in the hands of the American voters.
American Dream once the Economic Bell Weather of the global economy under the O'Bama administration is charting new territory and reaching new lows not seen since the great depression.  Energy in all its forms is impacting the growth in the global economy with its domino effect on the financial markets. While a noble goal an Energy Policy has been a promise since the creation of the Department of Energy during the Carter Administration has proven a dismal failure then and now.  The policy a non-partisan goal highlights and exacerbates the inability of the U.S. government to formulate, prioritize and execute policy in concert with sustaining the American Dream.  The global economy now in the throws of a "zero-sum game", a balancing act with growing economies.

  • Iran has increased oil exports to China by 32% in the last four months, Iran.ru reports. (June 2011),
  • China’s main oil suppliers are Saudi Arabia (16.3 mln tons*), Angola (10.7 mln tons) and Iran (8.5 mln tons),
  • China is interested in Iranian oil and gas projects, which is in breach of economic sanctions against Iran by the West.
  • Chinese specialists are calling for more intense cooperation with Iran. They say that Chinese companies will not put their economic interests under threat to fulfill the unwise policy of the USA and the West.
* One metric ton of oil is equivalent to 7.3 barrels of oil, 1 barrel of oil equals 158.99 liters which is equal to 42 U.S. gals. Note: weight of oil depends on type of oil, the above value is considered a nominal value for calculations by most experts.

So here's my question is the current lack of an Energy Policy domestically as well as internationally the carrot or the stick?

Can a consortium of oil producers fill the vacuum due to the lack of an Energy Policy in today's highly charged and unstable political environments?

To what extent does the lack of an Global Energy Policy impact economies and feed the global economic disaster presently in the financial system?
